Introduction


The purpose of this public consulation is to seek an initial view from the public and other interested parties in relation to:


- key issues that the Constraints Study should address,
- options to manage flood risk in the area,


- highlight points of local importance that might constrain the design and/or viability of any potential flood alleviation measures and,


- collate information on any flood events that have occurred since the CFRAM study was undertaken in June 2016.

The CORINE (Co-Ordinated Information on the Environment) land cover mapping was generated and is maintained by the European Community (EC). The CORINE (2018) land cover distributions and habitat classification are shown across the scheme area.

Scheme Area
The scheme area is Shannon Town and Shannon Airport in County Clare.
The scheme area is comprised of the area:
– Within which physical works are proposed to be constructed, accessed and maintained as part of any feasible scheme;
– Areas that are intended to benefit from, and be protected by, any such scheme; and
– Lengths of river channel / watercourse upstream and downstream that are likely to be impacted hydraulically by such scheme.
A 15km zone of influence (ZoI) has been chosen as a precautionary measure for highly sensitive receptors, to ensure that all potentially affected European Sites are included in the screening process, which is in line with Appropriate Assessment of Plans and Projects in Ireland – Guidance for Planning Authorities (DoEHLG, 2009, rev. 2010).

Archaeological Heritage
The objective of the constraints study is to identify all known archaeological monuments, protected (architectural) structures and other features of cultural heritage significance within the defined scheme area. This serves to inform the Design Team of all relevant heritage constraints, including sites vulnerable to impact.
There are 50 no. Record of Monuments and Places (RMP) and Sites and Monuments Record (SMR) sites and/or their respective Zones of Notification located within the scheme area spanning from the prehistoric to modern periods.
The distribution focus of the of recorded sites is at the northerly limits of the scheme area, at marginally higher ground and greenfield areas.

NHAs and pNHAs
Natural Heritage Areas (NHAs) and proposed Natural Heritage Areas (pNHAs) comprise nationally protected sites.
NHAs are protected under the Wildlife Amendment Act 2000 (as amended), many of which overlap with European Sites. The pNHAs were published on a non-statutory basis in 1995, but have not since been statutorily proposed or designated, however they do have some protection under schemes such as Rural Environment Protection Scheme (REPS), Agri-Environmental Options Scheme (AEOS) and County Development Plans and Licensing Authorities.
A total of 27 NHA/pNHA sites lie within the ZoI of the proposed works.

Surface Water
Surface waterbodies includes locations of watercourses within the scheme area.
The scheme area lies within the WFD Catchment number 27, Shannon Estuary North. This catchment includes the area drained by the River Fergus and all streams entering tidal water between Thomond Bridge and George's Head, Co. Clare, draining a total area of 1,658km².
