With regard to the dock itself it is envisaged that the dock walls will only require general repairs which will include raking out and replacing the mortar. The dock gates will be temporarily removed for detailed inspection. They will either be refurbished or new dock gates made.
The proposed ancillary welfare building measures 12m x 6m with a height of 3.5m. The construction marries the shelter butresses being rough cast concrete with a sedum blanket roof.
Finally it is proposed to realign and rebuild part of the boundary wall on New Quay Street.

Richmond Dock upto 1983 was a working dockyard and as such was not open to the public. Since 1983 the site has fallen into a derelict state and occupying a key and important location within Appledore. In addition over the past 10+ years Appledore has thrived as a tourism destination whilst also being able to attract new investment, in particular the Clean Marimtime Innovation Centre.
Should planning permission be granted for the proposed development it will result in this key site being brought in beneficial use whilst retaining its maritime roots.
The Applicants intentions are to allow greater public access. The form, nature and frequency of access has yet to be determined as that access would still need to be carefully controlled to ensure the safety of any visitors. In addition to the dock itself and the historic vessels the intention is to bring other maritime artifacts from the Wheatcroft Collection to site for display which will be of interest. It is likely that access would be in the form of Open Days.

The Torridge District Council planning portal lists 15 planning applications relating to Richmond Dock. The dock was operated commercially from its construction right through to 1983 and tthe more recent planning applications are of greater relevance.
The most recent and key applications (Ref 1/0384/2010/LBC and 1/0383/2010/FULM) related to a proposal for a residential development compromising of 24 flats, community building, repair works to the dock, gates and surrounding area. These applications were refused and subsequently appealed and those appeals (Ref APP/W1145/E/11/2144897 and APP/W1145/A/11/2144215) were dismissed on 29th July 2011.
The Inspector considered that “the main issue is the effect of the proposed development on the special architectural and historic interest of Richmond Dock which is listed Grade 2*”.
The Inspector concluded that “the proposed development would place severe constraints on opportunities for ship building and repair in the dry dock”. It goes onto say “that there was an absence of convincing evidence to indicate that a viable working use cannot be found, the repair and on-going maintenance of the fabric of the dock alone is not sufficient to outweigh substantial harm thereby caused to the heritage significance of the Grade II* listed structure.”
Prior to this planning application the repair of ships had already ceased in 1983 at Richmond Dock. Following the appeal (2011) despite efforts to attract either tenants or for the sale of the dock it has stood unoccupied until the Applicant acquired the site in 2022. In the later part of 2024 the nearby Harland and Wolff Yard ceased trading as the company fell into receivership. It is evident here is little or no demand for this type of site for ship repairs.

The dock itself was originally constructed in the 1850’s by William Yeo and was thought to be the largest dry dock in the Bristol Channel. To construct it, the waterfront of Appledore was dramatically altered between the old settlement of Appledore and the 18th century New Quay area, with the head of the dock cut into the head of the old inlet separating the two existing settlements.
The strand was extended, new access roads to the foreshore constructed, and a large enclosure of the foreshore accomplished in order to construct the south wall. Apart from the dry dock, there were the associated buildings, including a foundry and sail lofts.
During the height of the docks use the site was fully occupied and included a range of large buildings, workshops, travelling crane and associated equipment. With the construction of ships the heavy engineering works would have had an impact on the village with noise, dust and fumes being an everyday occurence. In addition there would have been frequent vehicle movements to and from the site, in particular HGV's bringing steel and materials for building the ships.
Richmond Dock continued to be used for boat building and repair through to 1983 when the site closed.
Since its closure Richmond Dock now takes on the appearance of being a derelict site. The dock remains including part dismantled ships together with the remainder of the site which is hardsurfaced. There remains a crane and other detritus from its former use.

In the later part of 2024 the nearby Harland and Wolff Yard ceased trading as the company fell into receivership. It is evident here is little or no demand for this type of site for ship repairs.

Richmond Dock upto 1983 was a working dockyard and as such was not open to the public. Since 1983 the site has fallen into a derelict state and occupying a key and important location within Appledore. In addition over the past 10+ years Appledore has thrived as a tourism destination whilst also being able to attract new investment, in particular the Clean Maritime Innovation Centre.
Should planning permission be granted for the proposed development it will result in this key site being brought in beneficial use whilst retaining its maritime roots.
The Applicants intentions are to allow greater public access. The form, nature and frequency of access has yet to be determined as that access would still need to be carefully controlled to ensure the safety of any visitors. In addition to the dock itself and the historic vessels the intention is to bring other maritime artifacts from the Wheatcroft Collection to site for display which will be of interest. It is likely that access would be in the form of Open Days.
